HMRC Transformation Roadmap: Four Major Digital Updates

On July 21, 2025, HMRC released Transformation Roadmap.  This outlines four significant digital improvements to better support us as tax agents in managing your affairs online.  The measures aim to reduce reliance on time-consuming phone calls and postal communication, enabling faster and more efficient service.  The key developments include: 

Digital Withdrawal from Self Assessment

  • Agents will soon be able to remove clients from the Self Assessment system online when they no longer need to file a tax return.  
  • Currently, this must be done via phone or written request, which can delay the process and create administrative burdens.  
  • A digital solution will streamline this process, saving time and improving accuracy. 

Digital Submission of Tax Code Changes 

  • HMRC plans to introduce a digital service allowing agents to submit updates that affect a client’s tax code.  
  • As tax code issues often need immediate attention, especially to avoid incorrect deductions on upcoming payslips, this improvement addresses a major concern among agents.  
  • Presently, resolving tax code problems typically requires long phone calls, leading to delays and frustration. 

Enhanced Income Record Viewer (IRV)

  • The IRV, which currently provides agents with access to their clients’ employment and pension income, will be expanded to include more of the data HMRC holds.  
  • This enhancement will allow agents to better reconcile records, detect discrepancies early and file more accurate returns quickly. 
  • This will help with reducing errors and potential compliance issues. 

Client Submission and Repayment Tracking

  • Agents will gain the ability to monitor the progress of their clients’ submissions and tax repayments online.  
  • This will help reduce the time spent chasing updates, especially as enhanced security measures have caused frequent delays in issuing refunds.  
  • A transparent tracking system will offer clarity, reduce follow-ups and improve client communication. 

HMRC has also committed to continued collaboration with professional bodies to ensure these services meet agents’ practical needs.
